Jeevan Pramaan: Simplifying Life Certificate Verification

Introduction:

 

Jeevan Pramaan (JP), introduced by Prime Minister Shri. Narendra Modi on November 10, 2014, is a significant initiative of the Government of India. It aims to simplify the cumbersome process of obtaining a "Life Certificate" for pensioners, a necessity for over a crore pensioners, including those from the Central Government and Defense personnel. Traditionally, pensioners had to physically appear or send a life certificate in a specified format to their Pension Disbursing Authorities (PDAs), typically banks or post offices, every November.

However, this requirement placed significant burdens on elderly and infirm pensioners. The Jeevan Pramaan scheme offers a solution by digitizing the entire process. It empowers pensioners to generate a Digital Life Certificate (DLC) through a user-friendly software application. This digital certificate is secured through Aadhaar-based Biometric Authentication, enhancing accuracy and security. Importantly, the DLC is stored online, easily accessible by both the pensioner and the Pension Disbursing Agency whenever necessary, making the process of pension disbursement more efficient and hassle-free.

 

Key Elements of the Jeevan Pramaan (JP) or Digital Life Certificate:

The Jeevan Pramaan, or Digital Life Certificate, comprises three key components:

 

A. Pension Sanctioning Authority (PSAs):

• This authority is responsible for approving and authorizing an individual's pension.
• The pension is disbursed to the specified Pension Account as mentioned in the Pension Payment Order (PPO).

 

B. Pension Disbursing Agency (PDAs):

• PDAs are tasked with processing the Digital Life Certificates of pensioners.
• These agencies, which include banks and post offices, have the option to register on the Jeevan Pramaan Portal, granting them access to online Life Certificates.
• This portal facilitates the processing of pension orders by securely allowing the PDAs to log in, view, and download a PDF copy of the Digital Life Certificate of pensioners.

 

C. Pensioners:

• The pensioners themselves play a crucial role in the Jeevan Pramaan system.
• For the generation of the Digital Life Certificate, pensioners are required to have the following:
  • Internet connectivity.
  • A biometric device (a list of supported devices is available on the Jeevan Pramaan portal).
  • Jeevan Pramaan Windows/Android Client Application Software for PC, mobile, or tablet, which can be downloaded from the official Jeevan Pramaan portal: https://jeevanpramaan.gov.in/
• The JP uses the Aadhaar platform for biometric authentication of pensioners, ensuring the authenticity of the certificates.

Prerequisites for Generating a Digital Life Certificate:

 

i) Possession of an Aadhaar number is mandatory. 

ii) An active mobile number is required. 

iii) Prior registration of the Aadhaar number with the Pension Disbursing Agency (bank, post office, etc.) is essential.

iv) A compatible biometric device (list of supported devices available on the JP portal) is needed. 

v) For PC usage, a system with Windows 7.0 and above is necessary. For mobile/tablet use, Android 4.0 and above is required. 

vi) A stable internet connection is a must.

 

Generating a Digital Life Certificate (DLC) - Where and How

 

Pensioners have two options for generating their Digital Life Certificate, either independently or through assistance. Here's how and where to do it:

 

i) Self-Generation:

• Pensioners can download the JP application (to generate DLC themselves) from the JP Portal: https://jeevanpramaan.gov.in/app/download.
• Install the client application on an Android-based smartphone/tablet or a Windows PC/laptop to initiate the DLC generation process.

 

ii) Assisted Generation:

• Pensioners can visit the nearest Centre that offers digital services, such as the Citizen Service Centre (CSC), Government Office, or designated banks known for generating DLCs.
• They can get themselves registered online with the assistance of these services (a nominal fee may apply).
• To find the closest CSCs in various states across India, check the All India List (including names and addresses) on the JP portal: https://jeevanpramaan.gov.in/locater.

 

Two-Step Process for Online DLC with Client Application:

To facilitate the generation of the Digital Life Certificate (DLC) through the client application, pensioners can follow this straightforward two-step process:

1. Download Client Software:
   • Pensioners can download the Jeevan Pramaan Windows and Android client software from the official portal.
   • The client software simplifies the life certificate registration process and utilizes the Aadhaar Biometric Authentication platform for authentication.
   • To access the client software, pensioners need to provide their email in the online form, which can be found at https://jeevanpramaan.gov.in/app/download.
   • The link to download the client application will become available after submitting the email address. Pensioners or authorized operators can download the client application as per their specific requirements.

 

1. Generation of DLC:
   • The generation of DLC using the Client Application Software (which includes registration and the actual generation of the Jeevan Pramaan) is carried out in two fundamental steps.

 

2.1 Operator Authentication and Device Registration are essential steps in the process, required for biometric device authentication. This step is a one-time requirement, whether the Digital Life Certificate (DLC) generation is being handled by agencies or the pensioners themselves.Here's how the process unfolds:

 

• Aadhaar and Mobile Verification: To begin, the operator or pensioner must provide their Aadhaar Number and a mobile number. They will receive an OTP (One-Time Password), which is entered into the online application form or software module for registration.
• Biometric Authentication: After entering the correct OTP, the system prompts the user to provide their Name and Email ID. By clicking 'Scan Finger', they can either scan their fingerprint using a fingerprint scanner or their iris using an Iris Scanner connected to their PC, mobile, or tablet.
• Device Registration: Once the fingerprint or iris is authenticated, the system displays a 'Device Registration successful' message. The user can then Click 'OK' to proceed.
• Pensioner Authentication: After clicking 'OK', the Pensioner Authentication Screen appears, leading to the next step for pensioner authentication.

 

2.2 Authentication and Certificate Generation for pensioners is a straightforward process facilitated by the online application form. Here's How it works:

 

• Aadhaar and Mobile Verification: To initiate the process, the pensioner enters their Aadhaar Number and Mobile number into the online application form. Upon doing so, the pensioner receives an OTP (One-Time Password).
• OTP Confirmation: The pensioner is then prompted to enter the OTP and click 'OK.' If the correct OTP is entered, the following screen is presented.
• Information Entry: On the next screen, the pensioner is required to enter mandatory information, including their Pensioner Name, PPO Number, Type of pension, the name of the Sanctioning Authority, Disbursing Agency, email, and Bank Account number. They can also select options such as 'Remarried' or 'Re-Employed.' It is essential to check a small grey box as indicated.
• Biometric Authentication: After completing the information entry, the pensioner can click the 'Scan Finger' button to initiate the finger or iris scanning process.
• Certificate Display: Once the Finger Print or Iris Authentication is successful, the life certificate of the pensioner is displayed on the screen. Additionally, an SMS acknowledgement is sent to the pensioner's mobile number, containing the Jeevan Pramaan Certificate ID.
• Online Accessibility: The generated certificates, or DLCs, are stored securely in the Life Certificate Repository. They can be accessed anytime and anywhere by both the pensioner and the Pension Disbursing Agency, ensuring convenience and reliability in the process.
